To apply for the Commercial Corridor Facade Grant, you MUST upload the Facade Grant Workshop Completion Certificate.
Facade Grant - Property Owner (Up to $50,000)
- Funding Source: ARPA
- Grant Amount: Up to $50,000 with a minimum of 10% applicant match
- All projects must be completed in one (1) year from execution of grant agreement
- Allowable purchases include but are not limited to:
- Exterior: building entrances, lighting, doors, windows, awnings, brick, art murals, stone, tuck-pointing, or other building surfaces, painting, parking lots, signage
- Interior: interior mechanical, electrical, and/or plumbing, HVAC, fire suppression, flooring, utility upgrades, removal and installation of interior walls, removal or installation of restrooms, painting
- Architectural services
- Ineligible purchases: purchase of real estate, operating licenses, permitting and fees, inventory, materials, business equipment, marketing, and advertising, payroll and/or salaries, and furniture
Facade Grant - Tenant (Up to $25,000)
- Funding Source: ARPA
- Grant Amount: $25,000 with a 10% applicant match
- All projects must be completed in one (1) year from execution of grant agreement
- Tenants must have at least 18 months remaining on lease at the time of application
- Allowable purchases include but are not limited to:
- flooring, interior lighting, removal and/or installation of interior walls, removal and/or installation of restrooms, doors, windows
- Ineligible purchases: operating licenses, permitting and fees, inventory, materials, equipment, marketing, and advertising, payroll and/or salaries, purchasing of real estate, and furniture
General Eligibility
Geographic Requirements: In order to be eligible for program funding, the applicant must be a City of Norfolk business. Funding for this round of Façade Improvement Grants is reserved for businesses that fall within the East Little Creek Commercial Corridor and the Lafayette Blvd./Chesapeake Blvd Commercial Corridor. Applicants must have a current City of Norfolk Business License and/or proper City licensing/permits/zoning and/or coding in place prior to submitting the application.
Eligible Applicant Organizational Type: For-profit entities: Sole Proprietorships, General Partnerships, Limited Partnerships (LP), Limited Liability Partnerships (LLP), Corporations (Inc., Corp.), Limited Liability Companies (LLC)
Ineligible Applicant Organizational Type:
- Not-for-profit and Faith-based organizations.
- Political Organizations.
- Adult bookstores, adult video shops, other adult entertainment facilities, gambling facilities, blood or plasma donor centers, and pawn shops.
Businesses must meet the following conditions to be considered:
- Business and owner must be in good standing with the City of Norfolk, State of Virginia and Internal Revenue Service.
- No outstanding violations or citations with the City of Norfolk within one year of application.
- Business must be formed or incorporated before application is submitted.
Additional Eligibility Information: Business owners who are employees of the City of Norfolk, elected or appointed officials or officers of the City of Norfolk, employees or board members of the City of Norfolk Economic Development Authority are not eligible to apply to the Program.
